Community Development Block Grant (CDBG) Program COVID-19
If you are a homeowner and struggle with past due mortgage or utility bills due to COVID-19, you may be eligible for assistance. The CDBG is administered by Lower Columbia CAP. Program Eligibility |
- 80% or below county AMI
- Family with a documented financial need due to COVID- 19
- Family is not able to access other payment assistance for same costs
- Late payment notice, eviction notice or other proof that loss of housing is at risk and the need for emergency payment Family residing in the program’s service area

Program Requirements |
- Fund can cover eligible costs incurred as of March 27, 2020 until CDBG contract end date.
- Approved application for assistance form (included essential CDBG COVID-19 Eligibility criteria).
- CDBG COVID-19 Utility/Rent/Mortgage Subsistence payment- Application and Verification Form
- Income verification.
- Documentation of loss of income due to COVID- 19
- Late payment notice, eviction notice or other proof that loss of housing is at risk and the need for emergency payment
- Ethnicity/race demographics for federal reports
- Access to status of payment, upon request

- Funds paid to third party on behalf of the qualifying person.
- Payments for no more than 6 consecutive months
- Payment is intended for current or past due rent/ mortgage, not future costs. Payments are intended to prevent the cutoff of service, eviction or other essential short-term needs.
